0209-317439 – Housing Options Adviser – Sutton – £13.00 - £15.25ph - Temporary Contract

  • Our client is a Local Authority who are seeking a Housing Options Adviser to participate in the provision of a comprehensive pro-active “one-touch” front line service providing advice regarding a wide range of housing and related issues, seeking out solutions to the service users housing problems to prevent homelessness. To undertake research and data analysis in relation to the development of ‘preventative’ services and impact of existing services.

  • Interview clients contacting the Housing Options Service, either face-to-face, by telephone or email, and evaluate and assess their circumstances. Provide information and advice on all the housing options that may be available to them including private rented, council, home owners (including affordability), shared ownership, Right To Buy, hostels and any other appropriate schemes and take any appropriate action, to assist clients maximise their opportunity of re-housing, Provide advice and assistance to single non-priority homeless or potentially homeless clients to enable them to secure private rented accommodation. Identify clients for, and make appropriate referrals to, supported housing vacancies and/or floating support with the agreement of the service user. Identify when there is “reason to believe” clients are homeless or threatened with homelessness in 28 days under the relevant legislation (including case law), and issue a decision under the appropriate legislation to comply with statutory obligations and provide advice and assistance to secure alternative accommodation, or make a referral to the Homeless Persons Unit, whichever is appropriate. To offer a benefit check to all clients approaching the Housing Options drop-in service to identify unclaimed benefit to which the client is entitled, assisting the client with their claim where necessary.

  • An up to date working knowledge of relevant legislation, caselaw, guidance, policies and procedures relating to the work of the Housing Centre in such areas as security of tenure, possession proceedings, relationship breakdown, debt counselling, welfare and housing benefit, tax credits, homelessness and allocations, and housing options, and be self-motivating in keeping up-to-date with changes. Interview service users to obtain relevant information to evaluate their problem. Analyse information and apply relevant legislation, regulations, caselaw, Council Policy and procedures to make decisions on the appropriate course of action.

0209-317063 – Area Housing Services Manager - London, E14 – £30.00 - £37.50ph - Temporary Contract

  • Our client is a Local Authority who are seeking an Area Housing Services Manager to lead, direct and have management responsibility for the delivery of a highly responsive, flexible Landlord Service (Caretaking, Community Development and resources across the Local Authority area to ensure seamless service provision, to meet the needs of all service users and implement the priorities of the Local Authority's Delivery and Business Plan

  • To develop and deliver the strategic and operational goals, objectives and financial plans and to performance manage the housing management function to deliver an excellent service to residents of Authority area. To implement Corporate Management Team decisions so that the goals and objectives of the Authority are realised. To work with the Chief Executive, Heads of Service, to establish an effective performance management culture ensuring that the appropriate action plans and targets are in place, and approved with the Audit Commission, with the aim of achieving a three –star rating by 2010. Ensure the timely provision of information and data, reporting, monitoring and liaison arrangements with the Council and to ensure any SLAs are effectively monitored. To develop annual team/service plan priorities in accordance with the action plan/targets for continuous service improvement. To work with local residents and the voluntary sector to improve service delivery and promote creative and innovative ways of tackling local problems, ensuring services are developed which meet the needs of the areas diverse communities and are accessible to users.

  • To work with the Members, Chief Executive, Heads of Service to develop effective working relationships with the Council and other bodies, so as to promote the organisation and maximise available resources and opportunities, in line with the council's and customer aspirations. Develop and maintain productive working relationship and networks with customers, other residents, service providers the Council (both Members and officers) and other organisations, to achieve the Authority's vision and objectives and to support the Council’s strategic goals, particularly at the Local Area Partnership and community level to deliver key community cohesion and social inclusion targets. Through partnership with the Local Authority and other agencies maximise the effectiveness of the Council in community and customer participation in planning and the development and delivery of Local Area Partnership plans and service, not just landlord services. Improve the involvement of BME communities in all of Tower Hamlets consultation and participation forums.

0209-314566 – Enquiry & Prevention Officer EP0 - London, E2 – £15.75 - £17.00ph - Temporary Contract

  • Our client is a Local Authority who are seeking a Sheltered Housing Warden for a Temporary Contract through to December to interview and advise persons applying as homeless and make the necessary enquiries pursuant to the 1996 Housing Act Part VII (as amended) and advising applicants of the Council’s decision on their case. In liaison with the Principal Homeless Officer, where appropriate, to ensure that applicants are given the best advice concerning their statutory rights and the various avenues open to them, always bearing in mind the unique nature of homelessness and the unprecedented situations it can raise. A clear understanding of the 1996 Housing Act Part VI. Also in accordance with the 2002 Homelessness Act, giving advice and assistance in regards to all prevention measures as set out in the Homelessness Strategy.

  • Successful candidates duties will include: To ensure that all cases are seen quickly and appropriately in line with the hectic nature of the service. Ensuring that all applicants are interviewed and advised about homelessness and potentially homeless persons seeking assistance under the legislation. A knowledge of all options available to ensure that all alternatives to prevent homelessness are utilised. To make decisions as to the Council’s statutory obligations on the day of application, authorising use and type of interim accommodation, if appropriate, ensuring that all relevant details are passed to the Service's Accommodation Section enabling it to make the necessary arrangements. To liaise with Social Services and/or any other agency, as appropriate, to ensure the most appropriate outcome to applications. To manage an allocated caseload of homeless applications obtaining all information necessary (and verifying same where appropriate) from all available sources, as appropriate, within agreed time scales to enable the Team Leader to decide the Council’s responsibility under the Act. To advise applicants verbally and in writing of the decision reached and giving reasons in full.

  • Liaising with referring agencies, such as the Leaving Care Service, Community Mental Health Team, Anti Social Behaviour Team, Local Housing Offices and Doctors, Law Centres, Solicitors. Requesting information in writing and on the telephone on cases where decisions are pending. To undertake visits to applicants at their place of residence to assess suitability to occupy and to previous homes to verify an applicant’s residence, homelessness and reasons for homelessness. To negotiate with the applicant and their Landlord, whether that be a friend, relative or statutory landlord, to explore other routes to housing available to the applicant, or to improve current living conditions. Some of these visits may be outside the Borough and the Section's Visiting Code must be complied with to ensure personal safety. To identify case problems and the reasons for delays in progressing cases both individually and collectively and take corrective action, in consultation with the Team Leader. To work closely with other sections within the Homeless Service (including Assessments Duty, Accommodation, Social Services, Housing Benefit, Housing Advice, Housing Options and Arrears) to ensure that all relevant information is communicated to other sections as appropriate. To liase with and refer cases to the Council’s Medical Advisor and/or the Social Work Team ensuring that all relevant information is obtained from other agencies (including substance abuse and mental health agencies) to ensure the most appropriate outcome. To have a thorough understanding of all other services relevant to the prevention of Homelessness, especially Lettings, Choice Based Lettings Scheme, Rent Arrears Sections, Anti Social Behaviour Team and Housing Benefits.

0209-312404 – Sheltered Housing Warden - Romford – £11.50 - £14.00ph - Temporary Contract

  • Our client is a Local Authority who are seeking a Sheltered Housing Warden for a Temporary Contract through to the end of November to promote the best possible relations between the Council functions and its tenants and ensure that tenants gain the maximum benefit and contentment from their homes whilst preserving the Council's assets in a proper manner To exercise general supervision throughout the whole of the Sheltered Housing Complex under his/her control and prevent any behaviour by the tenants, their families or visitors which may give rise to complaints or occasional damage. To be responsible for the unobtrusive general supervision of the tenants, including the keeping of an up-to-date register of names and addresses of all tenants, with full particulars of nearest relatives, tenants' doctors and other useful information and to notify relatives and doctors as necessary in case of illness or other emergency. To act with tact and sympathy, allowing tenants to lead a completely independent lie, although there may be occasions when there is no alternative but for the Warden to give immediate short term general assistance. It should be the practice, in case of illness or other emergency, to encourage near relatives to take over responsibility for the welfare of tenants and to ensure that requests are made for Home Helps, Nurses etc when essential. To prevent trespass by persons having no right of access. To ensure that the Council's Rules and Conditions of Tenancy are observed by tenants and to report any infringement to the appropriate Business Unit.

  • To be responsible for the supervision of the maintenance and cleaning of all communal areas including staircases, landings, corridors, bathrooms, lounge, laundry and other routine duties. In some instances the Warden will be responsible for cleaning the communal areas. To immediately inform the appropriate agency of any emergencies arising. In the case of fire, to immediately inform the Fire Brigade and subsequently report in writing to the Directorate, giving relevant details. To submit reports to the Sheltered Housing Manager and copy to the Communication Centre Manager weekly on any matter connected with the work. If necessary, to call the Police to any instance of serious disturbance. To contact the appropriate services to deal with lift stoppages and give comfort and support to any person being trapped. Prevent further use of the defective lift and notify the defect to the company carrying out lift maintenance under contract. To deal with any major failure of lights after dark, to communal areas e.g. in lifts, on landings, staircases and corridors. To contact the appropriate services to deal with any stoppage of refuse chutes. To maintain control of all appropriate keys. To maintain a record of telephone calls.

  • To carry out a six monthly fire drill and to maintain a register of tenants who do and do not take part in the drill and the reasons for them not doing so. To maintain adequate stocks of cleaning equipment and materials, spare electric lamps, fuses etc as necessary for the communal areas. To liase with the Emergency Control Centre at the start and end of each period of duty and to advise the Centre when absent to sickness, leave etc in order that the Communication Centre Wardens may then provide emergency cover for the tenants within the Complex. To assist in the operation of the Emergency Control Centre and visit other complexes when necessary. This will involve working a shift in the Control Centre which could be anytime within a 24 hour day. Time off in lieu will be agreed in advance when appropriate. To carry out the delivery of bulk correspondence addressed by Housing Services to the Council's tenants within those dwellings under your supervision, together with those dwellings in the immediate vicinity. This relates particularly to the annual to tenants of increase in rents etc. All duties must be carried out in accordance with: i) The Health and Safety at Work Act ii) Acts of Parliament, Statutory iii) Nationally agreed Codes of Practice All duties will be carried out in the working conditions normally inherent in the particular job. All necessary paperwork to be completed. Duties to be carried out for jobs up to/including those in the same grade provided such duties are within the competence of the employee.

0409-310529 - Performance and Monitoring Officer – Romford - £15.00 to £19.25ph Temporary Contract

  • Our client is a Local Authority who are currently seeking a Performance and Monitoring Officer for a Temporary Contract through to the end of October. For this interim position the manager is also willing to consider candidates who have previous experience of performance monitoring from other backgrounds rather than just social housing organisations (as stated on the Job Profile as essential). Many other aspects of this post would possibly suit a senior administrator. The successful candidate will be working with senior officers in the Council and its ALMO Homes in Havering, so must be able to pick up the basics of the role very quickly

  • To be fully conversant with the roles and the responsibilities of both the Council and Homes in Havering under the Management Agreement. To develop and maintain a robust reporting tool in order to monitor the budget allocated to Homes in Havering, to ensure that claims are tracked and invoices are paid promptly, and that any outstanding items are brought to the Head of Service’s attention in their client function To develop a schedule of key deliverables under the Management Agreement and get agreement by both the Council and Homes in Havering. To ensure effective monitoring and follow-up of the key deliverables To ensure that the Performance Manager is kept apprised of the position regarding key Homes in Havering - related deliverables.

  • To support the Performance Manager and Housing Needs and Strategy Manager in negotiating the annual Homes in Havering Delivery Plan To organise and support the monthly Performance meetings with Homes in Havering, including minute taking and following up actions arising. To understand and appreciate the Service’s role in delivering the Administration’s Vision and Ambition. To support the Service’s delivery of its part of the Local Area Agreement. To assist the Performance Manager in ensuring that those National Indicators that are the responsibility of the Service are robust and collected to an auditable standard.

0209-306759 – Housing Enquiries Advisor – £10.00 - £12.00ph - Maidstone, Kent - Temporary Contract

  • Our client is a Local Authority who are urgently seeking a Housing Enquiries Advisor for a short term temporary contract (4 weeks) - the client specifically requires applicants to have a full-working understanding of the homelessness legislation

  • To provide, manage and maintain a comprehensive advice service encompassing all areas of housing activity, homelessness, consumer advice and reception services. These include private sector housing, Housing Associations, Foyer referrals, Student Accommodation, Rental Deposit Scheme, Victim Support Scheme, Cornerstone Counselling, Kenward Trust Referrals, Single Homelessness referrals to Stoneham Housing Association or Maidstone Christian Care and other agencies who help minority groups from abroad. Maintenance and development of systems to record demand for advice services in this respect and provide data sets in this respect for reporting to senior officers and/or Members. To carry out initial investigative enquiries of Homeless families with multiple problems, particularly where the Council has no obligation to re-house them or they do not speak English to a high standard or fully understand their rights. This requires arranging temporary accommodation for homeless applicants and using all alternatives to bed and breakfast to ensure a quality service to the homeless and a cost effective service to the Council. To be responsible for the provision of an efficient, prompt and welcoming reception service for callers to the Directorate of Finance and Housing and for maintaining a comfortable, tidy and secure customer reception area.

  • Contribute to the establishment of key tasks, objectives and performance standards within the Directorate’s areas of responsibility and to monitor and review their achievements to provide an efficient, cost effective service, making full use of staff resources. This includes the preparation and analysis of service demands statistics to allow production of forecasts, identifications of trends and monitoring of performance. In consultation with the Housing Advisor and/or Housing Needs Manager, to raise public awareness in relation to the services provided by the Advice Team including the development of newsletters, advice literature and to arrange, where required, group presentations.
