Our client is an East London Local Authority who are currently seeking a Senior People Strategy Manager This is a Business Partner role within Finance and Commerce specifically required to assist with an indepth change management process.
You will need to demonstrate good solid project management experience ideally Prince 2 trained and will be Chartered MCIPD as evidenced in your application
Provide strategic HR advice and support to the nominated Group Director and the Directorate management team, leading on the development and delivery of HR solutions in support of strategic goals and improved organisational and Directorate performance.
Work in partnership with the business and HR functions to secure alignment between HR and the Directorate’s business strategy, taking responsibility for ensuring that corporate policies and procedures are consistently applied across the Directorate and that service needs and requirements are adequately represented by actively contributing to HR policy development.

Work with the Group Director and his/her respective senior teams, to analyse business objectives,
drivers and performance issues and identify prioritised HR strategies and plans designed to meet
business needs.
Ensure that Group Directorate’s future staffing needs are robustly assessed and analysed and grow business capability through the strategic and innovative use of people resources.
Identify in collaboration with the Workforce Strategy Manager, workforce development and succession plans and strategies to meet current and future business challenges and people requirements and input to the Council’s overall learning and development plans to ensure that managers and staff are developed within a performance ethos.
Work closely with corporate Human Resources to develop appropriate strategies for implementing organisational change, including developing managers to lead and manage the change agenda by improving the people capabilities of their teams.
Provide a high quality, flexible and responsive HR service to the nominated Group Directorate, including organisational/learning and development, performance management, employee relations and recruitment and selection, liaising with Human Resources/Learning & Development specialists to facilitate timely delivery and evaluation of appropriate activities/solutions.
Collaborate with Directorate stakeholders including Members, service managers and teams to identify areas where Human Resources can add value, acting as consultant, project manager and facilitator in liaison with corporate Human Resources to develop and implement timely, cost effective and best practice HR interventions and solutions to meet objectives and improve performance.

Act as a role model for HR, communicate best practice throughout the Group Directorate, and challenge, support and coach senior managers, so that they become role models in the way they lead their teams.
Support and guide the Group Directorate in the proactive implementation of corporate policy in the area of diversity, and support equal access and inclusion in all Group Directorate activities.
Contribute to the successful development of the HR function ensuring consistent, open and ongoing communication between corporate HR and the Group Directorate to enable delivery of high quality and timely services.
Lead and commission ‘virtual’ teams in the delivery of HR services, liaising with relevant corporate HR senior managers, set standards, goals and objectives for virtual teams and coach and support dedicated Human Resources operational staff, managing and assessing their performance and delivery to Group Directorates.

Build and maintain effective working relationships with key external stakeholders including other Boroughs, relevant public sector organisations and professional membership bodies, sharing information and acting as an ambassador to raise the profile of Human Resources at formal public events and through informal and formal networks.
