FM1594 - Technical Coordinator - Oxfordshire - £Excellent Package and Benefits

  • Our client is a major force in the UK House Building market and through continued expansion they are now seeking a Technical Coordinator to be responsible for providing upon a given number of sites, composite and complete technical information and support to enable regional objectives and targets to be achieved Provide architectural / engineering support and technical guidance for regional site based operations. • Provide full administrative support to regional site based operations for working drawings, ancillary details and technical information. • To co-ordinate and manage the issue of technical documentation. • Coordination of drawing issues and the maintenance of an efficient file management system. • Management and programming of all engineering design in accordance with local and national standards. • Co-ordination and control of expenditure of external consultants. • Management and production of conveyance plans and provision of site set-up information. • Co-ordination of services infrastructure and negotiation of costs and agreements on schemes. • Provide assistance and support in a timely manner to allow discharging of planning and building control.

  • Must be able to manage external consultants and control external fees and expenditure. • Coordination and checking of all technical information and distribution. • The commissioning, co-ordination and checking of various specialist suppliers designs and integrate their requirements into the working drawing packages. • To liase with NHBC, resolving technical & design issues. • To register, resolve and monitor where appropriate site queries from production management to enable progressive product development.

FM1578 - Development Manager - East London/Essex - £55K

  • Job Purpose To be responsible for the delivery of all capital programmes of new build, refurbishment and works to existing stock To lead and manage the team of project managers To develop and maintain co-ordination and liaison with the Strategy and Planning team to ensure operational delivery is in accordance with strategic objectives and standards. To contribute to decision making in the section alongside the Head of Development and Head of New Business As a member of the Development Extended Management Team to contribute to decision making in the Directorate As a member of the Extended Management Group, to contribute along with other management colleagues to the wider corporate activities within the Group To take the lead as the Group’s key point of contact for one or more Local Authority areas

  • Key Accountabilities: • To lead on the formation and delivery of the programme of new build, rehab and major works to existing stock in the area • To forge and maintain strong links with the Client and Heads of Service in the client departments ensuring that good communication is maintained to achieve: • Continual communication through the development of schemes • Input of the clients on quality and specification is maximised • A high level of post completion service • Feedback from clients to inform new schemes • To ensure that the Group’s quality requirements are optimised on all schemes with reference to the PDQP, Employers requirements and project • To contribute to the development of and lead in the operation of the project/programme IT systems with the aim of providing ongoing financial analysis, cashflow monitoring, out-turn cost projection and project/programme time management • Together with the Strategy and Planning Section, contribute to the selection and periodic performance of framework constructor and consultant partners and to lead on the ongoing operational management of the partnerships including quarterly progress meetings and support for the commission of new schemes • To lead and manage the team of Project Managers including day to day management, training and development, performance monitoring and resource planning.

  • • To act as the Group’s lead in relationships with local and sub regional housing policy, planning and development control staff to further the aims of the group through excellent communication and relationship management to deliver an improved customer experience, resulting in increased new business, quicker planning decisions and higher quality schemes • To maintain close liaison with all key external partners and funding agencies, and to work closely with the Head of Programmes and Performance to maintain a good relationship with the Housing Corporation including the monitoring / update of the PPA and retention of the Groups “green lights” • To liaise closely with the finance dept. to ensure accurate budgets are provided and project/ programme cashflow information is timely and accurate • To work together with the Head of Asset Management to coordinate the Groups programme of redevelopment and remodelling of the existing stock • To act as the principal point of contact for the Groups internal audit team, dealing with any issues that arise in accordance with the terms of the PPA • To provide timely, informative and accurate information, support and advice to the Head of Development, the Group Director and where required to the Group Executive and Boards. • To be an active member of the Development Management team, the Extended Management Group and to undertake a representative role, promoting the organisation with external bodies and at events. • To support the Head of Development in managing risk ensuring compliance with agreed outcomes relating to risk are achieved, and ensuring financial control, probity and compliance in development services in the area. • To contribute to non-operational areas of development strategy, procurement, policy and planning to achieve departmental objectives • To promote collaborative sector wide projects to advance procurement, efficiency, quality and benchmarking

FM1579 - Principal Land Manager - East London/Essex - £44- £50+ -

  • Job Purpose: • To generate new business on behalf of the Group. • To lead on and deliver an effective and quality based site acquisition programme to facilitate the future delivery of quality new and refurbished homes. • To lead and manage a team of land managers in the identification, negotiation and completion of land and property acquisitions.

  • Principal Accountabilities: 1. To Lead on Land and Property Acquisitions including; • To be directly responsible for the acquisition of land and property to facilitate the Group’s Growth Strategy and regeneration aims. • Instigating and developing relationships with the Housing Corporation, local authorities, developers and other Housing Associations (including all parts of the East Thames Group) • Being aware of current and new funding initiatives • Being aware of up-coming development opportunities • Being aware of the strategic priorities of the regional development teams and the Strategic Projects team • Negotiating and dealing with the Group’s legal advisors • Drawing up contracts through the Group’s legal advisors ensuring they comply with the requirements of the funding bodies • Ensuring that the price paid for sites does not exceed Market Value, and wherever possible is at sub-market value.

  • 2. To attend liaison meetings with developers, land owners and Local Authorities in order to gain an in-depth understanding of their housing strategies and priorities. 3. To accurately carry out financial appraisals on proposed schemes in collaboration with the Development teams 4. To prepare reports and present schemes to the management team and to Boards. 5. Responsibility for the day-to-day management, motivation, discipline and control of the Land Management team ensuring that they achieve the departmental and their own personal targets. 6. Reporting to the Head of Land Management on opportunities identified, progress against agreed performance indicators and targets, scheme and project budget monitoring and general issues of programme management. Where deviations are identified you will be accountable for devising, agreeing and taking appropriate corrective action. 7. To participate fully in the development of policy and to undertake specific projects, maintaining adequate systems of internal control and to contribute to maintaining the Group’s standard documents in up to date order. 8. Ensure that the Group’s approved panels include adequate numbers of appropriately qualified firms to deliver the acquisition programme and that their performance is properly monitored and further that commissions are awarded in an accountable and transparent manner. 9. To work closely with Group’s client departments and Development colleagues to ensure that acquisitions align with the areas of housing need and schemes are deliverable. 10. To deliver a flexible, efficient and responsive development agency service and to ensure that maximum use is made of opportunities to carry out development work on behalf of other organisations. 11. Effectively represent the Group to individuals and organisations external to it, to ensure that the organisation is seen in a positive way. 12. In conjunction with the Head of Land Management to assist in developing and organising appropriate staff training. 13. To have responsibility for Health and Safety issues within the Land Management team and to liaise with officers inside and outside the Group to ensure that statutory responsibilities are met. 14. To make full use of existing computer systems and to participate in their development to achieve improvements in service delivery. 15. To demonstrate and promote commitment to the Group’s objectives as set out in the Equal Opportunities Policy – Managing Diversity. 16. To undertake any other accountability commensurate with the responsibilities of the post as may be required from time to time.

FM1580 - Strategic Projects Manager - East London/Essex - £45K - £55K

  • Purpose: To be responsible for identifying and securing large and complex developments and regeneration - “strategic” projects. To develop funding models and business plans for the delivery of strategic projects. To lead internal and external teams in the planning and delivery of strategic projects. As a senior member of the Development team to contribute to decision making within the directorate.

  • Key Accountabilities: 1. To lead on the Group’s most complex, most innovative and large scale projects including: • Securing new business, producing submissions and presentations for major opportunities, leading on financial and planning proposals and establishing and maintaining relationships with land owners and decision makers. • Developing detailed financial appraisals including bespoke business plans, in conjunction with the finance team or external consultants. • Commissioning and managing external consultants to produce masterplans, designs and cost plans and in the management of the delivery phase of projects. • Leading on consultation processes with stake holders including local authority housing and planning departments, Government stakeholders, residents and internal colleagues. 2. To provide and present timely and accurate reports on the progress of strategic projects to senior management and boards. 3. To keep up to date with the latest developments in the field. 4. To support the Head of Strategic Projects in managing risk ensuring financial control, probity and compliance with relevant standards.

  • 5. To develop innovative solutions and proposals in order to ensure the Group’s success in making a positive and lasting contribution to neighbourhoods. 6. To work closely with the Land Management Team and provide direction for the assembly of strategic sites. 7. To undertake any other duties commensurate with the responsibilities of this role as may be required from time to time including the line management of staff engaged in the management of strategic projects.

Planning Enforcement Officer - FM1571 Urgent 3 Month Contract - Immediate Start - PAYE - £17.00ph LTD £20,00ph - Croydon

  • To identify and investigate alleged contraventions of planning control, listed buildings and advertisement control, and to determine the expediency of taking enforcement action in respect of breaches, in line with current legislation, Government Policy, Planning Guidance and Circulars, in accordance with Council policies. The ability to carry out a range of duties as a lone worker on site occasionally in hostile situations and in potentially hazardous environments and circumstances normally without support or supervision. Must have a full driving licence valid for driving in the UK and be able to provide a car or other suitable means of transport.

  • Determining whether breaches of planning control have occurred. Deciding whether it is appropriate to take action against breaches of planning control in consultation with the Team Leader. Able to speak in a fluent, clear manner, at a suitable pace and level and to speak confidently under pressure and in potentially hostile situations. To express information, thoughts and ideas appropriately via a variety of media. Possess clears listening, questioning and reasoning skills. Good command of grammar and the ability to spell correctly. Able to converse directly with Councillors, MP’s, Residents’ Associations etc. verbally, by email and letter. Able to negotiate and resolve conflict.

  • Ability to liaise with the police, HM Revenue and Customs officers, the Environment Agency, the DVLA and senior officers of other Council departments. Ability to acquire and maintain a detailed knowledge of Government guidance and National policies, Council Planning policies, other material planning advice and corporate Council policy. Able to calculate volumes, measure distances and scale plans. Able to operate the I.T. and software in use within Planning Control with training as necessary for specialist applications. Have a structured approach to organising and prioritising a varied and demanding workload for both self and to others, to work with the minimum of supervision when dealing with frequently contentious matters. Able to identify key issues in complex situations quickly, generating practical solutions and making clear recommendations. Having an awareness of the implications under other appropriate legislation. Able to apply a risk assessed approach to day to day activities and problems.
