Bids Manager - Estimating & Planning - FM1573 £55 - £70,000 - Solihull, West Mids

  • Our client is a major blue chip construction company operating throughout the UK and International markets. They are currently seeking a Bid Manager - Estimating and Planning to contribute to the Win Strategy in order to identify suitable opportunities to bid, then to develop the Strategy and lead the bid team in the preparation and submission of responses with the aim of presenting the company as the partner of choice and securing profitable contracts which add value to the company income stream. Understands the current construction product and Business Plan objectives and has broad understanding of other core businesses. Is able to communicate these both verbally and in documentation to current and future customers in a way that differentiates us from the competition. Understands the value of working with ‘Blue Chip’ clients and of securing repeat order business. Participates in establishing joint ventures where this can enhance the company's ability to secure work. Development and implementation of ‘Win Strategy’ for each bid managed to maximise potential to add value to our business. Establishes and maintains contact with key decision makers.

  • Acts as a focal point for contact with client and client team and maintains regular liaison during the bid process Increases value through understanding of client drivers and targeting suitable proposals Establishes and resources the bid team, allocating roles and responsibilities. Effectively motivates and co-ordinates the bid preparation team to ensure that each participant understands the extent of their responsibilities and the timescale for deliverables. Establishes the bid preparation programme and chairs progress review meetings as required Agrees bid preparation budget & monitors activity to ensure this is achieved. Ensures terms, conditions and fees are agreed for any 3rd parties to be employed by the company at bid stage Leads the bid team in the preparation, adjudication and submission of the tender.

  • Leads negotiations with client and client’s team to deliver both Business Plan and Settlement targets and demonstrate to client how the company involvement has added value to the client’s business Identifies, and co-ordinates risk opportunity and advantage assessment and evaluation. Utilises benchmarking from internal and external sources to inform the selling price and to challenge supply chain Conducts competitor analysis Understands contractual, commercial and legal processes relating to contracts and ensures in conjunction with Commercial Managers that the company’s position is protected. Works with supply chain and supply chain managers to identify committed key and agrees targets Brings together supply chain partners at bid stage to form a unified entity with the company which will promote the company to the Client as the company best able to deliver the project. Has the ability to challenge the suppliers to ensure that they deliver for the bid best value, innovative solutions Identifies and employs innovative solutions to add value to the bid Understands and manages the contribution of the company designers to the bid preparation process Prepares executive summary and assumes editorial responsibility for tender submission. Facilitates handover of successful projects to the tender team

Planning Enforcement Officer - FM1571 Urgent 3 Month Contract - Immediate Start - PAYE - £17.00ph LTD £20,00ph - Croydon

  • To identify and investigate alleged contraventions of planning control, listed buildings and advertisement control, and to determine the expediency of taking enforcement action in respect of breaches, in line with current legislation, Government Policy, Planning Guidance and Circulars, in accordance with Council policies. The ability to carry out a range of duties as a lone worker on site occasionally in hostile situations and in potentially hazardous environments and circumstances normally without support or supervision. Must have a full driving licence valid for driving in the UK and be able to provide a car or other suitable means of transport.

  • Determining whether breaches of planning control have occurred. Deciding whether it is appropriate to take action against breaches of planning control in consultation with the Team Leader. Able to speak in a fluent, clear manner, at a suitable pace and level and to speak confidently under pressure and in potentially hostile situations. To express information, thoughts and ideas appropriately via a variety of media. Possess clears listening, questioning and reasoning skills. Good command of grammar and the ability to spell correctly. Able to converse directly with Councillors, MP’s, Residents’ Associations etc. verbally, by email and letter. Able to negotiate and resolve conflict.

  • Ability to liaise with the police, HM Revenue and Customs officers, the Environment Agency, the DVLA and senior officers of other Council departments. Ability to acquire and maintain a detailed knowledge of Government guidance and National policies, Council Planning policies, other material planning advice and corporate Council policy. Able to calculate volumes, measure distances and scale plans. Able to operate the I.T. and software in use within Planning Control with training as necessary for specialist applications. Have a structured approach to organising and prioritising a varied and demanding workload for both self and to others, to work with the minimum of supervision when dealing with frequently contentious matters. Able to identify key issues in complex situations quickly, generating practical solutions and making clear recommendations. Having an awareness of the implications under other appropriate legislation. Able to apply a risk assessed approach to day to day activities and problems.

FM1570 - Senior Planning Officer - Urgent 3 months Contract Role - £19.34 PAYE - £23.59 LTD - Croydon

  • Working for this South London Borough Council the Job Summary is as follows: Process medium scale planning applications and appeals within statutory time periods Conduct negotiations with planning applicants, seeking guidance and advice on more complex issues, as appropriate. Draft reports for the Head of Planning Control, Planning Committee and other bodies as required. Occasionally present cases to the Planning Committee Candidate Profile S

  • Deal with written representation appeals and present less contentious cases at Appeal Hearings and possibly Local Inquiries, with appropriate support and guidance. Answer general correspondence including complaints and give pre-application advice on planning advertisement and enforcement issues by letter, e-mail, telephone and personal contact in accordance with adopted policies and procedures. Give evidence at Magistrate’s Court and Crown Court for prosecutions against breaches of planning control. Assist with compiling and monitoring of work programmes as agreed with the Principal Planning Officer or Team Manager. Co-operate with measures introduced to monitor performance, progress and achievements. Work to a consistently high standard, complying with systems to demonstrate quality, including external assessment and customer feedback.

FM1539 - Senior Planning Engineer - £38 - £54,000 – Watford

  • Works with main interfaces to establish methodologies, logic sequences and work breakdown structures to meet the project team and client needs. • Develops fully resourced project programmes. • Develops and amends project programmes to suit changing circumstances, contributing to ‘recovery plans’ whenever necessary.

  • Builds earned value management reporting systems to provide weekly and monthly reports on progress against programme. • Acquires data from Section Managers for measuring progress. • Provides weekly and monthly reports for use at project team meetings, identifying key areas of concern and recommendations for action.

  • Minimum of 8 years experience in the construction services sector of which at least 4 years have been spent in a project planning role on site in a contracting environment. Ideally, candidates should have experience of earned value analysis as a primary means of project control. Candidates must have excellent numeracy skills and the ability to think analytically. They should be able to identify and address detail. They must be able to demonstrate an ability to work harmoniously within a team of professionally qualified people and perform effectively and efficiently when working to demanding timescales. FM1485 - Senior Planner - £35 - 45k + £5,200 car allowance – Solihull (Midlands)

  • Overall Purpose: To contribute to the preparation of a response to an Invitation to Pre-Qualify, Tender or provide project planning information for the service which the company is undertaking to provide. Provide a structured approach in the development and management of the project time model and methodology that includes identification of all constraints, risks, health and safety, environmental, customer, 3rd party and supply chain issues for all project phases.

  • Working with in-house innovation team and the supply chain to provide innovative solutions, improve our benchmarking capability and set challenging yet robust targets for the projects. Contribute to the bid submission documentation, interviews and presentations as required. Provide the planning link to the production team following the award of a successful bid or 2 stage or preferred bidder status.

  • Skills and Qualifications: HNC or equivalent – Essential Appropriate relevant experience in the construction services sector of which at least part has been spent on site in a contracting environment. Candidates should have previous tender planning experience. Candidates must have excellent numeric skills and the ability to think imaginatively and analytically. They should be able to identify and address detail. They must be able to demonstrate an ability to work harmoniously within a team of professionally qualified people and perform effectively and efficiently when working to demanding timescales. FM1436 - M & E Cost Planner - £45 to 65k – Watford

  • Role includes: Being able to contribute to the securing of new business by input to the M&E services element of tenders & cost plans. Contribute commercial input to ensure the services element is benchmarked effectively and confirmed as competitive and interrogate the technical solution to ensure that the optimum specification is identified. This role is required throughout the pre-construction period from concept to detailed design and in the preparation of cost checks and commentaries on externally produced cost plans. The candidate will also play a key role in benchmarking exercises and in setting targets for the Supply Chain.

  • It is expected that candidates will have a degree qualification and have gained a good level of experience in the services sector in the construction industry. The successful candidate will be able to demonstrate knowledge of elemental costs of services installations and be experienced in negotiations with the supply chain. The candidate will also have sufficient technical knowledge to propose alternative approaches to improve the likelihood of a successful bid. Candidates must have excellent numeric skills and the ability to think analytically. They must be able to demonstrate an ability to work harmoniously within a team of professionally qualified people and perform effectively and efficiently when working to demanding timescales. They must have drive and conviction, inspire confidence and bring their own knowledge and that of others together to the benefit of the cost-plan/bid preparation process

  • • Preparation of own quantities for cost plans and cost models • Checking of externally produced quantities and rates for use in TWC cost commentaries. • Pricing of cost plans using analysed data from the Cost Database and from information supplied by the Supply Chain. • Assessment of contingency to reflect completeness of design. • Preparation of elemental and package analysis of project costs. • Ensure that the benchmark data is constantly refreshed with the impact of innovation. • Understand those parts of the project that bring value to the Clients business, be able to suggest alternative approaches that may enhance that value.

FM1435 - Senior Estimator - £45 to 60k – Watford

  • Overall Purpose: To contribute to the securing of new business through the preparation of cost plans or analytical estimates for the full cost of the service which the company is undertaking to provide in line with their competencies and reflecting the programme, methodology and risk associated with delivery of the service.

  • Key Experience: Relevant experience in the construction services sector of which part has been spent on site in a contracting environment. Candidates must have previous estimating and cost-planning experience and require a sound working knowledge of the building product and specifications. Candidates must have excellent numeric skills and the ability to think analytically.

  • They should be able to identify and address detail. They must be able to demonstrate an ability to work harmoniously within a team of professionally qualified people and perform effectively and efficiently when working to demanding timescales. They must have drive and conviction, inspire confidence and bring their own knowledge and that of others together to the benefit of the cost-plan/bid preparation process. Rail experience is required
